Last October, an unknown thief stole a memorial bronze plaque in Astoria honoring the Ghadar Party, a revolutionary movement for Indian independence from Britain, whose early leaders included mill workers from Portland, Astoria and elsewhere.
On Saturday, April 7, a replacement plaque will be reinstalled and dedicated at Astoria’s Maritime Memorial Park, in a noon ceremony and luncheon.
